เมื่อวันที่ 10 พ.ค. 2555 น.อ.อนุดิษฐ์ นาครทรรพ รัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) กล่าวภายหลังการร่วมลงนาม โครงการคอมพิวเตอร์มือถือสำหรับนักเรียนทุกคน (One Tablet PC Per Child) หรือโครงการจัดหาแท็บเล็ตเด็ก ป.1 กับบริษัท เสิ่นเจิ้น สโคป ไซแอนทิฟิก ดีเวลลอปเมนต์ จำกัด โดยมี นายจุน หลิว ประธาน บริษัท เสิ่นเจิ้น สโคป และนางจีราวรรณ บุญเพิ่ม ปลัดกระทรวงไอซีที ร่วมลงนาม และมี นายผานิตย์ มีสุนทรี ผู้ตรวจราชการกระทรวงศึกษาธิการ หรือ ศธ. เข้าร่วมเป็นสักขีพยาน ว่า รัฐบาลไทยได้ลงนามบันทึกความเข้าใจกับรัฐบาลจีน ว่าด้วยความร่วมมือเกี่ยวกับการพัฒนาที่ยั่งยืนในประเทศไทย เมื่อวันที่ 22 ธ.ค. 2554 ที่ผ่านมา โดยรัฐบาลมีนโยบายที่จะเริ่มดำเนินการอย่างเร่งด่วนในปีแรก คือการจัดหาเครื่องคอมพิวเตอร์แท็บเล็ตให้แก่โรงเรียน เริ่มทดลองในโรงเรียนนำร่องชั้นประถมศึกษาปีที่ 1 ปีการศึกษา 2555 ควบคู่กับการเร่งพัฒนาเนื้อหาที่เหมาะสม ตามหลักสูตรบรรจุลงในแท็บเล็ต รวมทั้งจัดทำระบบอินเทอร์เน็ตไร้สายตามมาตรฐานการให้บริการในสถานศึกษาที่กำหนดโดยไม่เสียค่าใช้จ่าย

ทั้งนี้ ภายหลังการดำเนินการจัดหา กระทรวงไอซีทีได้นำเสนอแนวทางการจัดหาแท็บเล็ตให้ ครม.พิจารณา โดยมีมติเมื่อวันที่ 20 มี.ค. 2555 อนุมัติการจัดซื้อจัดหาจากจีน บนพื้นฐานของบันทึกความเข้าใจระหว่างรัฐบาลไทยและรัฐบาลจีนดังกล่าวข้างต้น โดยรัฐบาลจีนได้แนะนำบริษัทผู้ส่งออกแท็บเล็ต ที่มีคุณภาพของประเทศจีน เพื่อให้ผู้ซื้อเลือกหนึ่งบริษัทจากกลุ่มบริษัทเหล่านี้ในการจัดหาและการส่งมอบแท็บเล็ตมายังประเทศไทย

"ไอซีที ตกลงจัดซื้อแท็บเล็ต จากเสิ่นเจิ้น สโคป ซึ่งเป็น 1 ใน 4 บริษัทที่รัฐบาลแห่งสาธารณรัฐประชาชนจีนแนะนำ ซึ่งการลงนามครั้งนี้มีเงื่อนไขที่จะสั่งซื้อเแท็บเล็ต จำนวนทั้งสิ้น 4 แสนเครื่อง มูลค่าทั้งหมดจำนวน 32,800,000 เหรียญสหรัฐฯ ราคาเครื่องละ 82 เหรียญสหรัฐฯ จัดส่งทางสนามบินสุวรรณภูมิ มีกำหนดให้ส่งมอบภายใน 60 วัน และจะซื้อเพิ่มเติม โดยทำคำสั่งซื้อเพิ่มเติม อีกจำนวนไม่เกิน 1 ล้าน เครื่องต่อไป ส่วนการจัดส่งแท็บเล็ต 60 วัน คือ เดตไลน์การส่งแต่ละครั้งของจีน จีนจะจัดส่งกี่เครื่องก็ได้ แต่วันที่ 60 ต้องส่งครบทั้ง 4 แสนเครื่อง หากไม่ครบจะต้องมีบทลงโทษ โดยการจัดส่งบริษัท ไปรษณีย์ไทย จำกัด จะเป็นผู้รับผิดชอบ" รมว.ไอซีที กล่าว

น.อ.อนุดิษฐ์ กล่าวอีกว่า ขณะนี้ กำลังการผลิตของสโคปอยู่ที่ 3 หมื่นเครื่อง โดยการส่งมอบครั้งนี้ แบงก์การันตีอยู่ที่ 50 ล้านบาท คิดเป็น 5% ของการส่งมอบลอตนี้ แต่จะมีการเซ็นสัญญาเพิ่มอีก เมื่อมีการส่งมอบ ส่วนเนื้อหาที่จะบรรจุลงในแท็บเล็ตนั้นมีจำนวน 5 กลุ่มวิชาเรียน คือ ภาษาไทย คณิตศาสตร์ สังคมศาสตร์ วิทยาศาสตร์ และภาษาอังกฤษ และ 8 สาระวิชา โดยแบ่งเป็นการเรียนเทอม 1 เทอม 2 และมีเนื้อหาที่เข้าใช้งานได้ ทั้งออนไลน์และออฟไลน์ โดยขณะนี้มีโรงเรียนที่พร้อมใช้งานแท็บเล็ต ป.1 แล้ว 9,600 โรงเรียน โดย 20,000 กว่าโรงเรียนมีอินเทอร์เน็ตแล้ว แต่ยังไม่เพียงพอ อย่างไรก็ตาม เดือน พ.ค. ที่เปิดภาคเรียนนี้ เด็ก ป.1 จะได้รับการปรับพื้นฐานเพื่อรองรับการเรียนการสอนได้ และเดือน ก.ค. เด็กจะได้ใช้งานแท็บเล็ตที่บรรจุตำราเรียนของกระทรงศึกษาธิการพร้อมแล้ว

สำหรับคุณลักษณะของเครื่องที่ บริษัท เสิ่นเจิ้น สโคปฯ เสนอมานั้น คือหน้าจอ 7 นิ้ว มีหน่วยประมวลผลกลางมีความเร็วสัญญาณนาฬิกา 1.2 GHz มีหน่วยความจำหลัก (RAM) จำนวน 1 GB ใช้แบตเตอรี่ชนิด Lithium Polymer ขนาดความจุ 3600 mAh มีการรับประกันเป็นระยะเวลา 2 ปี จัดซื้อทั้งหมดจำนวน 1 ล้านเครื่อง ราคาเครื่องละ 82 เหรียญสหรัฐฯ หรือคิดเป็นราคาประมาณ 2,400 บาท ใช้งบประมาณรวม 2,400 ล้านบาท

ผู้สื่อข่าวรายงานว่า ก่อนหน้าทีมงานกระทรวงไอซีที ได้จัดเตรียมสถานที่ไว้ที่ห้องประชุมใหญ่ แต่ได้คำสั่งจากผู้ใหญ่ระดับกระทรวงให้เปลี่ยนแปลงห้องกะทันหัน ทำให้การแถลงข่าวในวันนี้ใช้ถึง 2 ห้อง คือห้องลงนามเซ็นสัญญา และห้องแถลงข่าวภายหลังเซ็นสัญญา โดยเริ่มเซ็นสัญญาในเวลา 10.25 น.

Fitch Ratings has indicated that Thailand's ratings and outlooks reflect its strong external financial position.

The Director of the Public Debt Management Office, Chakkrit Parapuntakul, said that the rating agency had reaffirmed Thailand's long-term foreign and local currency issuer default ratings at "BBB" and "A-" respectively, with stable outlooks.

Mr. Chakkrit also quoted Fitch as saying that the Thai economy is expected to grow 5.5 percent in 2012 after flat results in 2011, when the country was hit by extensive flooding. Fitch pointed out that the government's response to the floods and other policy pledges under the current administration will drive up the general government debt ratio, bringing it to a level closer to the BBB range median. However, it notes the country's strong financial flexibility and believes that Thailand can accommodate higher public debt at the current rating level.

The pace of credit growth was rapid at 14.9 percent in 2011, and has been accompanied by a rise in banks' dependence on non-deposit funding and foreign borrowing. Thailand has a large banking system where credit to the private sector was 132 percent of GDP at the end of 2011, double the BBB range median. Continued rapid credit growth could become a risk. However, Fitch views Thailand's financial supervisory arrangements as strong; macro-prudential indicators remain broadly favorable, with the non-performing loans ratio at 2.7 percent at the end- of 2011 and the banking system capital adequacy ratio at 15.1 percent in 2011.

According to Fitch, Thailand's net external creditor position was 41.5 percent of GDP and 50 percent of current external receipts in 2011, much stronger than the BBB medians of net external debt of 3.9 percent and 13.4 percent, respectively. The country's strong external financial position will help to insulate the economy from external shocks.

คมนาคมสั่งเบรกโครงการจตุจักรกรีน   รับข้อมูลการรถไฟฯแจ้งพัฒนาพื้นที่สวนสมเด็จฯผิดวัตถุประสงค์จากสวนสาธารณะกลายเป็นเชิงพาณิชย์ กทม.คนกลางอ้างทำตามมูลนิธิที่มีป๋าเปรมเป็นประธาน 

  ฝ่ายเอกชนผู้ลงทุนเผยควักจ่ายแล้วกว่า 55 ล้าน บวกค่าเช่ารายเดือนอีก 7 แสน ยืนยันเปิดเต็มรูปแบบ 26 พ.ค.
 พล.ต.ท.ชัจจ์ กุลดิลก รัฐมนตรีช่วยว่าการกระทรวงคมนาคม เปิดเผย "ฐานเศรษฐกิจ" ว่า  เมื่อเร็วๆ นี้ได้รับรายงานจากการรถไฟแห่งประเทศไทย(ร.ฟ.ท.)  เกี่ยวกับการพัฒนาโครงการในย่านจตุจักรบนที่ดินของร.ฟ.ท.ว่า  โครงการ "จตุจักร กรีน" ที่กำลังก่อสร้างร้านค้า ร้านอาหาร อยู่ข้างพิพิธภัณฑ์เด็กริมถนนกำแพงเพชร 3 นั้น  เป็นการก่อสร้างในพื้นที่สวนสมเด็จพระนางเจ้าสิริกิติ์ฯ  ซึ่งเป็นที่ดินของร.ฟ.ท.ที่ยกให้มูลนิธิสวนสมเด็จฯเพื่อสร้างสวนสาธารณะ  ถือเป็นการกระทำที่ผิดวัตถุประสงค์ที่ร.ฟ.ท.ต้องรีบแก้ไข  จึงสั่งการให้ร.ฟ.ท.ทำหนังสือแจ้งไปยังกรุงเทพมหานคร (กทม.) ซึ่งมีหน้าที่ดูแลสวนสมเด็จฯให้ระงับการก่อสร้าง  พร้อมมีหนังสือไปยังมูลนิธิสวนสมเด็จฯเพื่อให้ทราบข้อเท็จจริงที่เกิดขึ้น  
 สวนสมเด็จฯมีเนื้อที่ประมาณ 200 ไร่ตั้งอยู่ถนนกำแพงเพชร 2 แขวงจตุจักร เขตจตุจักร ร.ฟ.ท.ได้มอบให้มูลนิธิสวนสมเด็จฯก่อสร้างเป็นสวนสาธารณะเฉลิมพระเกียรติเนื่องในวโรกาสที่สมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถทรงเจริญพระชนมพรรษาครบ 60 พรรษา เมื่อวันที่ 12 สิงหาคม  2535 โครงการนี้ริเริ่มโดยคณะรัฐมนตรีในปี  2534 เปิดใช้เมื่อวันที่ 19 ธันวาคม  2539 มีพื้นที่ระยะแรก 140 ไร่ ส่วนโครงการระยะที่สองจะเพิ่มพื้นที่อีก 60 ไร่ในอนาคต
 "ที่ได้รับรายงานมา โครงการจตุจักร กรีน พัฒนาพื้นที่เชิงพาณิชย์ ซึ่งเป็นการใช้พื้นที่ผิดวัตถุประสงค์ตามที่ตกลงกันไว้กับมูลนิธิสวนสมเด็จฯ แม้ว่าจะมอบให้กทม.ดูแลพื้นที่ในช่วงต่อมาแล้วก็ตาม ซึ่งจำเป็นต้องเรียกคืนพื้นที่เพื่อทำเป็นสวนสาธารณะตามที่ตกลงกันไว้ จึงแจ้งให้ยุติการก่อสร้าง"พล.ต.ท.ชัจจ์กล่าว

 จากการสอบถามนายไพศาล  ทรัพย์รุ่งโรจน์ ผู้อำนวยการฝ่ายบริหารทรัพย์สิน ร.ฟ.ท.ได้รับคำตอบว่า  ได้มีหนังสือแจ้งไปยังกทม.ให้แจ้งผู้ดำเนินโครงการจตุจักรกรีนให้ยุติการก่อสร้างโครงการแล้ว  ขณะเดียวกันก็มีหนังสือไปยังมูลนิธิสวนสมเด็จฯเพื่อทราบแล้วเช่นกัน  
 ด้านกทม. นายอรุณ  ศรีจรูญ ผู้อำนวยการตลาดนัด กองอำนวยการตลาดนัด กล่าวว่า พื้นที่ดังกล่าวได้มีการหารือกันระหว่างผู้บริหารมูลนิธิสวนสมเด็จฯกับกทม.ว่าน่าจะมีที่จอดรถรองรับผู้มาใช้บริการสวนสมเด็จฯและตลาดนัดจตุจักร  แต่เนื่องจากต้องมีค่าใช้จ่ายในการดูแลพื้นที่สูง กทม.จึงขอเปลี่ยนเป็นการเช่าจากมูลนิธิสวนสมเด็จฯปีละ 6 แสนบาทเพื่อทำเป็นที่จอดรถ    แต่ต่อมามีการก่อสร้างอาคารและที่จอดรถในย่านจตุจักรมากขึ้น  ดังนั้นปริมาณรถในลานจอดที่กทม.ดูแลจึงลดน้อยลง  ส่งผลให้รายได้ไม่พอรายจ่ายและปัจจุบันมูลนิธิสวนสมเด็จฯยอมลดค่าเช่าให้เหลือปีละ 3 แสนบาท

 "กรณีปมปัญหาดังกล่าวนี้เป็นสิ่งที่น่าจะเจรจากันได้โดยร.ฟ.ท.ต้องแจ้งเรื่องไปยังมูลนิธิสวนสมเด็จฯโดยตรงก่อน หากมูลนิธิสวนสมเด็จฯเห็นเป็นประการใด กทม.พร้อมรับปฏิบัติตามนั้น ซึ่งกทม.เคยนำเสนอเรื่องให้ประธานมูลนิธิสวนสมเด็จฯและเลขาธิการมูลนิธิสวนสมเด็จฯทราบแล้วว่าต้องการส่งคืนพื้นที่เนื่องจากมีภาระค่าใช้จ่ายแต่ละเดือนสูงมาก แต่ได้รับการทักท้วงและขอให้กทม.บริหารพื้นที่ดังกล่าวต่อไป โดยเลขาธิการมูลนิธิสวนสมเด็จฯได้หารือผู้บริหารกทม.เพื่อขอให้มีการพัฒนาพื้นที่โดยต้องการเปิดร้านอาหารและบริการอื่นๆ เพื่อรองรับผู้มาใช้บริการสวนสมเด็จฯ แต่พื้นที่ไม่มีจึงให้นำพื้นที่ดังกล่าวมาพัฒนา 

โครงการจตุจักร กรีน ได้ผ่านการเห็นชอบจากผู้บริหารมูลนิธิสวนสมเด็จฯเรียบร้อยแล้วโดยต้องชำระค่าเช่าให้แก่ กทม.เดือนละ 7 แสนบาท เป็นการทำสัญญา 3  ปี เมื่อหมดสัญญาจะพิจารณาต่อสัญญาอีกครั้งละ 3 ปี" นายอรุณกล่าว

 นายศักดา  อู่ดาราศักดิ์ กรรมการผู้จัดการ บริษัท ไฮทราฟฟิค มีเดีย จำกัด ผู้บริหารโครงการจตุจักร กรีน กล่าวว่า เมื่อได้รับการคัดเลือกจากกทม.ก็ได้มีการหารือกับผู้บริหารระดับสูงของกองอำนวยการตลาดพร้อมกับพาเข้าหารือกับเลขาธิการมูลนิธิสวนสมเด็จฯ ในแนวคิดการพัฒนาโครงการที่ต้องสอดคล้องกับสวนสาธารณะ  โดยเฉพาะเรื่องการรักษาสิ่งแวดล้อม ลดการใช้พลังงาน เกณฑ์การคัดเลือกร้านค้าที่ต้องเข้ากับธรรมชาติ ใช้บรรจุภัณฑ์เพื่อสิ่งแวดล้อม โดยราคาค่าเช่าต้องยุติธรรมและผู้ค้ายอมรับได้จนทุกอย่างลงตัวพร้อมกับการเปิดจองพื้นที่ตั้งแต่เดือนกรกฎาคม 2554 ที่ผ่านมาขณะนี้งานก่อสร้างเสร็จเกือบ 100% แล้วคงเหลือเพียงการตกแต่งร้านเท่านั้น ในเบื้องต้นจะเริ่มเปิดให้บริการในโซนฟูดคอร์ตในวันที่ 6 พฤษภาคมนี้ และจะเปิดเต็มรูปแบบอย่างเป็นทางการในวันที่ 26 พฤษภาคมนี้

 "บริษัทมีความมั่นใจเพราะได้มีการหารือกับผู้บริหารกองอำนวยการตลาดของกทม.และผู้บริหารมูลนิธิสวนสมเด็จฯ เรียบร้อยแล้ว โครงการนี้ใช้งบลงทุนประมาณ 100 ล้านบาท  เป็นงบการก่อสร้างกว่า 55 ล้านบาท โดยบริษัทมีค่าใช้จ่ายเดือนละประมาณ 5 แสนบาท จึงต้องหารายได้ในแต่ละปีให้มากกว่า 100 ล้านบาท จึงจะไม่เป็นภาระมากจนเกินไป  หากการพัฒนาพื้นที่เสร็จเต็มรูปแบบแล้วจะเริ่มหารายได้จากการจัดอีเวนต์ในพื้นที่โดยเฉพาะลานกรีนแอคติวิตี้บนพื้นที่ประมาณ 400 ตารางเมตร ที่คิดค่าเช่าในวันธรรมดาประมาณ 10,000 บาท และวันเสาร์-อาทิตย์และวันหยุดอื่นๆ 20,000 บาท เพื่อรองรับกิจกรรมเพื่อโลกสีเขียวของหน่วยงานต่างๆ คาดว่าปีที่ 4 จะคืนทุนทั้งหมด"

 บริษัท ไฮทราฟฟิค มีเดียฯ  ทำสัญญาเช่าที่จำนวน 21 ไร่จาก กทม.เป็นเวลา 3 ปี โดยแบ่งพื้นที่ 6 ไร่ พัฒนาเชิงพาณิชย์เป็นโซนร้านค้าย่อย ขนาด 13.69 ตร.ม. จำนวน 148 ร้าน  โซนร้านอาหาร ขนาด 48.4 ตร.ม. จำนวน 24 ร้าน  และโซนฟูดคอร์ตจำนวน 30 ล็อก  พื้นที่อีก 15 ไร่ ปรับปรุงเป็นลานจอนรถ 1,200 คัน  มีนโยบายเปิดให้บริการทุกวันตั้งแต่เช้าถึงค่ำ   ส่วนมูลนิธิสวนสมเด็จฯ มีพล.อ.เปรม ติณสูลานนท์ องคมนตรีและรัฐบุรุษ เป็นประธาน  คุณหญิงปราณี เอื้อชูเกียรติ เป็นเลขาธิการ

สำนักข่าวต่างประเทศรายงานเมื่อวันที่ 4 พ.ค.ว่า นายคริส เจมส์ ชายอังกฤษผู้ตาบอดเป็นเวลา 20 ปี สามารถกลับมามองเห็นอีกครั้ง หลังจากได้รับการปลูกฝังไมโครชิฟในดวงตา โดยเขาบอกว่า หลังจากอยู่ในความมืดมานับสิบปี จู่ ๆ เขาก็เห็นแสงสว่างอย่างกระจ่างตา เหมือนมีหลอดไฟอยู่ในดวงตา ขณะที่ความสำเร็จคาดว่าจะจุดประกายตาให้แก่ผู้ป่วยตาบอดในอังกฤษ 20,000 หมื่นคน ที่ตาบอดจากอาการต่างๆ รวมทั้งอาการเสื่อมสภาพของเยื่อชั้นในของดวงตา โดยผู้ป่วยอีกรายที่ตาบอดกลับมามองเห็นก็คือ นายโรบิน มิลเล่อร์ โปรดิวเซ่อร์ดนตรีชื่อดังของอังกฤษด้วย       รายงานระบุว่า ความสำเร็จดังกล่าวจากทีมแพทย์อังกฤษซึ่งใช้เวลาผ่าตัดปลูกฝังไมโครชิฟในดวงตา ใช้เวลา 10 ชม.โดยไมโครชิฟดังกล่าวมีความคมชัดต่อแสงราว 1,500 พิกเซล ซึ่งจะทำหน้าที่แทนตัวรับแสงของดวงตาและกรวยตา โดยไมโครชิฟดังกล่าวทำงานด้วยพลังงานไฟ้าไร้สายที่อยู่ด้านหลังหู เชื่อมต่อเข้ากับแบ๊ตเตอรี่ที่จ่ายไฟจากจานแม่เหล็กบนหนังศีรษะ อย่างไรก็ตาม นายทิม แจ๊คแมน ศัลยแพทย์ด้านกระจกตาแห่งมหาวิทยาลัยคิง คอลเลจ บอกว่า งานชิ้นนี้ถือว่าเกินกว่าที่เขาและผู้ช่วยคาดไว้ เพราะสามารถทำให้ผู้ป่วยตาบอดสามารถคืนความสามารถในการมองเห็นที่เป็นประโยชน์ต่อผู้ป่วยได้   อย่างไรก็ตาม ศัลย์แพทย์ผู้นี้ชี้ว่า งานชิ้นนี้ยังเป็นขั้นเริ่มต้นเท่านั้น และจะต้องพัฒนาต่อไปเพื่อความสมบูรณ์แบบอย่างถาวร ทั้งนี้ กระบวนการฝังไมโครชิฟในดวงตาเพื่อให้ผู้ป่วยมองเห็นยังมีการทดลองในประเทศอื่นด้วย เช่น จีน และเยอรมัน โดยอุปกรณ์ชิปฝังผลิตโดยบริษัท AG ของเยอรมัน

ตรวจเจอไวไฟชื่อว่า ICT_Free_Wi-Fi ที่ไหนก็ล็อคอินเข้าไปใช้งานได้เลยครับ ถ้าไม่มีชื่อนี้ก็คือพื้นที่นั้นไม่มีสัญญาณหรือไม่มีบริการ ICT free Wifi

ในเฟสแรก 20,000 จุดนี้ ตามสถานที่ราชการแบ่งเป็น ศาลาว่ากลางจังหวัด 79 แห่ง ที่ว่าการอำเภอ 878 แห่ง ตำบล 7,355 โรงเรียน 12,355 แห่ง โรงพยาบาล และอนามัย 1,278 แห่ง สถานีตำรวจ 8,269 แห่ง และ POI (point of interest) 10,000 แห่ง เช่น สถานีขนส่ง สนามบิน และสวนสาธาราณะ และแหล่งท่องเที่ยว เป็นต้น
